COWLSO was first founded in the time of the first Military Administrator Brigadier General Mobolaji Johnson by the wife Mrs Johnson,but was resorcitated by the wife of Asiwaju (Senator) Bola Ahmed Tinubu,Governor of Lagos State in the person of Her Excellency Chief (Mrs) Oluremi Tinubu in the year 2001.
COWLSO has been involved in the development of recreation centres around lagos.

COWLSO is involve in the building of these Recreation centre for developing the mind of the youth towards making them a greater Nigerian and better Lagosian.
